I am directed by the Secretary of State for War to acknowledge the receipt of your letter of the 6th instant, respecting the extension of the Praya wall at Hong Kong and I am to request that you will be so good as to move Lord Knutsford to cause Mr. Secretary Stanhope to be furnished with the plans referred to, or copies thereof, at an early date, as without them it is impracticable to give a proper consideration to the subject of the extension of the Praya wall.

With reference to your letter of the 11th June last, respecting the extension of the Praya wall at Hong Kong, I am directed to acquaint you, for the information of Lord Knutsford, that the Secretary of State for War has given his best consideration to the proposals therein put forward, and regrets that he is unable to agree to the War Department defraying the cost of the contemplated Praya and reclamation in front of North Barracks, Commissariat Buildings, Wellington Barracks, and the Arsenal, estimated in the documents covered by the above-quoted letter to amount to 320,000 dollars.

It is stated in the despatch and estimates accompanying the letter under reply that the value of the land in front of the War Department property which would be reclaimed by the formation of the Praya would amount to 1,325,826 dollars, and that the War Department would thus gain by the transaction a net profit of 1,005,826 dollars, or land valued at that amount.

It need hardly be pointed out, however, that the War Department could not realize that amount of profit in cash, as it would be impracticable—both from sanitary and military considerations—to part with any of the land reclaimed in front of such of the War Department properties as it may be decided to retain. Moreover, supposing the War Department could consent to sell a large portion of the reclaimed land, it would not be practicable to vote money in the Army Estimates for work of a speculative character, and which, though of great importance to Hong Kong itself, is not essential to army purposes.

It is, however, within the knowledge of Lord Knutsford that the Secretary of State for War purposes to sell the North Barracks property, and to apply the proceeds towards providing barrack accommodation for the increased garrison; and it is possible that the commissariat buildings may also be parted with for the same object, although this point is not yet definitely settled.
